12 semi-finalists identified for Franklin city administrator

The 12 semi-finalists for Franklin city administrator were identified Friday morning, although Mayor John Schroer said consultant Bob Slavin continues to receive resumes and the list could grow if qualified applications are received.
The applicants are:
• Pamela Brangaccio, county administrator for Broward County, Fla., from 2006-07, after three years as county administrator for Bay County, Fla. She is a resident of Treasure Island, Fla. She is past president of the Florida City & County Management Association.
• Jeffrey Doherty, city manager since 1992 of Carbondale, Ill., although he retired June 30. Carbondale is a city of 20,000 residents. Doherty started there in 1976 as an intern and has spent his entire career at Carbondale.
• Richard M. Finn, city manager of Takoma Park, Md., from 1999-2004. He left Takoma Park to pursue his doctorate in public administration at the Yale Gordon College of Liberal Arts at the University of Baltimore. He lives in Hilton, N.Y.
• Bernardo Garcia, employed in various positions since 1997 by Hillsborough County, Fla., finishing his employment in 2006 as assistant city administrator for development and infrastructure. Since 2006, Garcia said he took a sabbatical "to travel, live abroad and attend to personal investiments." He lives in Riverview, Fla.
• James P. Gleason, city manager from 2004-07 of Woodstock, Ga., and now serving as city manager to local government for Research Triangle Institute International in Kirkuq, Iraq. Woodstock, Ga., has a population of 22,000.
• David A. Hales, director of finance/administrative services for West Jordan, Utah, which has a population of 101,000. He has also been city manager in Bend, Ore., population 65,000, and Kannapolis, N.C., population 40,000.
• James H. Lewellen, town administrator for Collierville, Tenn., since 1995, and prior to that city planner/assistant city administrator for Germantown, Tenn. Collierville has a population of 44,000, although in Lewellen's first five years, Collierville was the fastest growing community in Tennessee.
• Alfred A. Minner, city manager for Sebastian, Fla., since 2005, who highlighted his "extensive background in managing utilities and addressing growth management issues" as of interest to Franklin officials.
• Kent A. Myers, city manager for Hot Springs, Ark., since 1994, which has a population of 33,000 residents. Myers said he recently "started a comprehensive LEED certification program ... to become better informed about current green practices and initiatives."
• Eric S. Stuckey, assistant county administrator since 2000 for Hamilton County, Ohio, which has a population of 845,300 residents. Prior to that, he was assistant city manager of Elgin, Ill., a town of 94,500.
• Thomas Thomas, assistant county administrator for Dougherty County, Ga., since 2003. The county has a population of 96,000 residents. Prior to that time, Thomas was associate planner of Pinellas Park, Fla., which has a population of 46,139 residents.
• Isaac D. Turner, city manager from 2001-08 of Ormond Beach, Fla. The town has 40,900 residents, but prior to that, Turner was city administrator of McKinney, Texas, which has a population of 55,000 residents.
