FSSD Schools A real success story

FSSD’s superintendent evaluation process officially began Monday when the Board of Education accepted and adopted Superintendent Dr. David Snowden’s annual State of FSSD Report based on the 2011-12 school year.

The report provides an overview and evidence of actions taken to meet the board’s goals of improving student performance, continuation of effective resource management, transformation of the district vision into reality, and providing channels for a high level of internal and external communication.

Under student performance, the report states TCAP performance “was commendable.” For the ninth consecutive year, FSSD earned As in achievement in all tested content areas, which include reading/language arts, math, science and social studies. FSSD students also earned one A, two Bs and one C (equaling a full year’s growth) on the Value Added Assessment System report card, which is an improvement over the 2010-11 school year.

FSSD was ranked among the highest achieving districts in the state ranking third in math, fourth in reading, science and social studies of 136 school systems in Tennessee.

The district was recognized as one of 21 Exemplary School Districts in the state with one school – Moore Elementary – earning Reward School status; schools in the top five percent for growth and achievement and four other schools – Freedom Middle, Freedom Intermediate, Poplar Grove Elementary and Middle – came “very close to Reward status.”

In partnership with each school and its data-driven School Improvement Plan, the Teaching and Learning team identified and provided professional development experiences to support student learning. Experiences focused on establishing and implementing district-wide learning communities to review data, develop pacing guides, create or revise common assessments and planned instruction, including Common Core State Standards.

Professional development training included several learning events such as designing and evaluating quality assessments, sessions for teachers of students with special needs, providing support for beginning and new teachers through the BANTIP program, which assigns a mentor to each new or beginning teacher to provide a smooth transition into the FSSD and many more.

Rezoning to address racial, cultural and socio-economic diversity was a major issue in school year 2011-12. Public meetings were held to gather feedback from the community and the community was kept informed of every change made to the plan via English and Spanish memos, newsletters, e-blasts, e-newsletters, phone messages and online postings.

Once new zone lines were approved, a 12-page Parent Guide to Rezoning was developed and posted on the district’s website.

Schools developed several ways to make the transition smooth and “seamless” for all students, teachers and parents. Early indications point to a successful transition.

During a difficult budget year, “We had no layoffs, the budget was adopted without a property tax increase and we were able to maintain all our programs,” Snowden told the board. “This is a real success story.”

Before the February meeting board members will score Snowden’s performance, interview him personally and submit their evaluation to be scored. The results will be discussed at the February meeting.
