Hardcastle seeks new tact for residential rezone

Last night at a neighborhood meeting at Franklin’s City Hall, Loy Hardcastle addressed questions about his desire to rezone a property at 711 Hillsboro Road before he reapplies to the city next month.

Hardcastle, a developer and former president of the Williamson County Chamber of Commerce, has sought a zoning variance since July 2012 that would allow a second house to be built on his 0.96-acre property at 711 Hillsboro Road. Hardcastle said that he would eventually like to sell the property to a developer.

Rezoning requests must go before the Franklin Board of Mayor and Aldermen three times before being decided. After two meetings, it appeared BOMA might deny the request. Thus, in January, he withdrew the application. Hardcastle said he plans to apply at the March 28 Planning Commission meeting for an RX zoning, which puts no specific limit on units per acre.

Some who live near the property initially opposed the rezone request, fearing it may lead to additional rezoning requests and approvals. In the eyes of some, such actions could increase the density of homes in the neighborhood and drive down property values.

“When you drive by the property it looks like a house should be there,” Hardcastle said. “It looks like a house was there and was torn down.”

At the meeting, Hardcastle addressed doubts by promising that the deed to the land, when he sells it, would stipulate that only a single-family unit could be built there, and would be similar in style and size to existing homes. 

Daniel Woods, an architect and CEO of the Addison Group working with Hardcastle, said any new structure would be the same as the house next to it, already on the property.

“Not too big or too small,” Woods said.

Hardcastle described his property as the largest in the neighborhood and said that it looks like a vacant lot, rather than a part of another property. Hardcastle understands concerns for overdevelopment in the neighborhood, and said he assures all parties that any building on this property will not hurt the integrity of the neighborhood.
