State calls public hearing tonight on sewer permits in Franklin

The Tennessee Department of Environment and Conservation Division of Water Resources is conducting an informational meeting and public hearing tonight, Oct. 29, at 6 p.m. The purpose is to discuss issues regarding state permit renewals of sewer treatment plants that discharge into Williamson County’s Harpeth River. The public hearing will be held at Williamson County Parks & Recreation Department Franklin Recreation Complex in the Meeting Room at 1120 Hillsboro Road in Franklin.
The informational meeting will include discussion of the National Pollutant Discharge Elimination System (NPDES) permit renewals for the City of Franklin and two privately-held plants in the Franklin and Grassland areas. These are Berry’s Chapel Utility and Cartwright Creek, LLC - Grassland sewer treatment plants. The public hearing will begin at 6:30 p.m.
Prior to opening the formal public hearing, the informational session will be held with TDEC staff in a one-on-one question and answer format. Once the formal public hearing begins, the question and answer format will end and all public comments will be collected for the hearing record without response from TDEC during the hearing. 
TDEC staff will provide written responses to oral and written comments following the public hearing, prior to making a final determination on the permit action. 
According to state information, the meeting moderator may limit the length of oral comments in order to allow all parties an opportunity to speak, and will require that all comments be relevant to the proposed permit action and Division of Water Resources issues. Written comments will be accepted at the hearing, for ten working days following the hearing (November 10) and will be considered part of the hearing record.

TDEC staff will speak at the meeting. Dorie Bolze, executive director of the Harpeth River Watershed Association will also speak at the meeting. HRWA is calling for a new pollution reduction plan.
“A reduction in discharges from sewage treatment plants from the city of Franklin and two small facilities in Williamson County is needed in order to increase oxygen levels in the river,” HWRA stated in reports.
